Penn State’s Board of Trustees has signed off on a new budget for the 2027-28 fiscal year that raises tuition for some students while cutting millions in spending, as the university works to offset rising payroll costs and a steady loss of tuition revenue tied to falling enrollment.

The $11.1 billion university-wide operating budget passed on July 17 during the board’s meeting at Pennsylvania College of Technology in Williamsport. It takes effect in July 2027.

A split picture on tuition

Not every student will see a higher bill. Pennsylvania resident undergraduates at Penn State’s Commonwealth Campuses will have their tuition frozen for a fifth straight year, a continued commitment the university has held onto even as financial pressure has mounted.

The tuition increases fall elsewhere. Out-of-state students and those at University Park are among those facing higher rates, as the university looks to make up ground on revenue it can no longer count on from a shrinking student body.

Balancing the books, for now

Penn State managed to balance its $2.9 billion Education and General budget, the fund that covers core academic programs, instruction, and research, for the third year in a row. Achieving that balance required a combination of spending reductions and the approved tuition adjustments.

The board also approved a 3% salary pool for merit-based increases, with individual raises determined through the university’s performance review process, along with housing and dining rate changes that the university says represent the lowest aggregate percentage increase for University Park students in nine years.

What’s driving the pressure

The underlying problem is a familiar one for large public universities. Enrollment has declined, which means less tuition revenue coming in. At the same time, payroll expenses have climbed. That combination squeezes a budget that has to keep funding research, faculty, and facilities at the scale Penn State operates.

Trustees Jay Paterno and Matthew McGloin were among those present for the vote. The budget passed, though the financial challenges it reflects are unlikely to disappear when the next budget cycle arrives.

For students and families, the immediate takeaway is straightforward: where you attend and where you’re from determines whether your tuition bill changes. Commonwealth Campus residents get another year of relief. Everyone else should check the updated schedules before the fall semester begins.
